Overview and Outlook of

The 18th and 19th National Congresses of the Communist Party of China incorporated ecological civilization construction into the "Five-Sphere Integrated Plan," proposing the development concepts of innovation, coordination, green development, openness, and sharing. The 20th National Congress further emphasized accelerating green transformation, promoting green and low-carbon development, pollution control and emission reduction, energy conservation and emission reduction, and the basic national policy of resource conservation and environmental protection.

Currently, my country's weighing instrument industry has achieved certain results in environmental protection, low carbon emissions, safety, energy conservation, and efficiency. This article, based on the author's previous works on green weighing instrument technology and drawing on past work experience, summarizes implementation measures from two aspects: factory management and product development. Based on the current needs of my country's ecological civilization construction, it further proposes the development needs of "green weighing instrument" technology, aiming to achieve comprehensive sustainable development of green weighing instrument technology in my country's weighing instrument industry within the context of ecological civilization construction. 1. Elements of Green Environmental Protection System Certification for Factories

1.1 National Environmental Protection Certification Certificates and Standards

(1) ISO 14001/14000 Environmental Management System Certification Certificate:
This certificate is an environmental management system standard developed by the International Organization for Standardization (ISO), mainly used to assess the effectiveness and sustainability of an enterprise's environmental management system.

(2) OHSAS 18001 Occupational Health and Safety Management System Certification Certificate:
This certificate is an international occupational health and safety management system standard, mainly used to assess the effectiveness and sustainability of an enterprise's occupational health and safety management system.

(3) GB/T 28000-2001 "Technical Requirements for Environmental Labeling Products" This is a technical requirement for environmental labeling products issued by the Standardization Administration of China.

(4) Energy-Saving Product Certification Certificate:
This certificate is issued by the China Energy Conservation Product Certification Center, mainly used to assess the energy-saving performance and quality of products. 1.2 Brief Description of Green Environmental Protection Enterprise System Certification Certificate

(1) GB/T 36132-2018 "General Rules for Green Factory Evaluation" [1] This standard standardizes the terminology definition of green factories, clarifies the basic requirements of green factories, establishes a green factory evaluation index system, and proposes green factory evaluation requirements and methods.

(2) Green Environmental Protection Enterprise System Certification Levels

The total score of the evaluation index for the green environmental protection enterprise system certification GB/T 36132-2018 is 100 points. The green environmental protection enterprise system certification enterprises are graded and evaluated, including 5A level (90~100 points), 4A level (80~89 points), 3A level (70-79 points), 2A level (60~69 points), and 1A level (below 60 points). (3) Enterprises that obtain green environmental protection enterprise system certification can prove that their environmental sanitation operation standards meet national or relevant technical standards. This can be used as an "objective and quantifiable evaluation factor" in bidding activities for green environmental protection projects to comprehensively evaluate enterprises, helping owners select "high-quality suppliers" and enhancing the competitiveness of enterprises in procurement activities. This is a review and prospect of the development of "green weighing instruments" technology in my country's weighing instrument industry. [Abstract] This article introduces the development needs and implementation measures of my country's weighing instrument industry in green manufacturing, low-carbon development, pollution control and emission reduction, environmental safety, energy conservation and efficiency improvement, and looks forward to the sustainable development of green weighing instrument technology in my country's weighing instrument industry in the construction of ecological civilization. [Keywords] Green weighing instruments; low-carbon; environmental protection; safety; energy conservation; efficiency improvement [Document Identification Code: B] [Article Number: 1003-1870 (2024) 02-0029-08] In order to meet pollution control and environmental protection requirements, Chinese weighing instrument manufacturers need to purchase specialized equipment that complies with legal regulations regarding environmental protection, energy conservation, water saving, and safe production (for example, wastewater treatment and electroplating processes generate various types of wastewater that damage the environment, requiring wastewater purification equipment). National regulations stipulate that 10% of the investment in these equipment can be deducted from the company's taxable income for the year. Recently, the China National Light Industry Council also issued a document soliciting opinions from enterprises on this regulation.

The Chinese weighing instrument manufacturing industry should be included in the national green environmental protection certification system for factory governance and the certification of green and environmentally friendly enterprises.

1.3 CCC Safety System Certification for Explosion-proof Products In recent years, my country has introduced the China CCC Explosion-proof Safety System Certification in the field of explosion-proof products. Explosion-proof technology products must be certified by the national auditing agency. The certification rules for the production quality management system of explosion-proof products are as follows: (1) Factory quality assurance capability requirements (CNCA00C-005); (2) General requirements for factory inspection (CNCA-00C-006); (3) Specific inspection requirements for various types of explosion-proof products; (4) National standard "Explosive Atmospheres - Part 21: Application of the production quality management system for explosion-proof products" (GB/T 3836.21-2022) [12] my country's explosion-proof product production quality management system standard implements the globally unified ISO/IEC 80079-34 (2018 Ed2.0 version), which stipulates the quality management requirements for explosion-proof product production sites. Based on the company's ISO 9001 comprehensive quality management system certification, the following additional informational appendices are required:

1) Information on specific explosion-proof types and specific explosion-proof products;

2) Verification criteria for components with unmeasurable channels, etc.

2. Management of Pollution Control from Electronic Information Products

As is well known, electronic weighing instruments belong to the category of electronic information products. On February 28, 2006, seven national ministries, including the Ministry of Information Industry, issued Order No. 39, the "Management Measures for Pollution Control of Electronic Information Products," requiring the control and reduction of environmental pollution caused by electronic information products. For electronic information products (① electronic radar products ② electronic communication products ③ radio and television products ④ computers ⑤ home electronic products ⑥ electronic measuring instruments ⑦ electronic special products ⑧ electronic components ⑨ electronic application products ⑽ electronic materials, etc.) and their accessories containing toxic or harmful substances or elements, or for electronic information products containing toxic or harmful substances or elements exceeding national or industry standards, causing pollution to the environment and resources, the following measures should be taken to control the pollution of electronic information products: (1) The design and production process should comply with national or industry standards for the control of toxic or harmful substances or elements in electronic information products; (2) The environmental protection usage period of electronic information products shall be determined by the producer or importer of the electronic information products. The producer or importer shall mark the environmental protection usage period on the electronic information products they produce or import. If the product cannot be marked on the product due to limitations in product size or function, it shall be indicated in the product manual. The style and method of labeling shall comply with the national or industry standards for the control of toxic and hazardous substances or elements in electronic information products; (3) Producers and importers of electronic information products shall label the name of the packaging material on the packaging of the electronic information products they produce or import; if it is not possible to label due to size and surface limitations, it shall be noted in the product manual. The style and method of labeling shall comply with the national or industry standards for the control of toxic and hazardous substances or elements in electronic information products; (4) It is prohibited to sell or import electronic information products that do not comply with the national or industry standards for the control of toxic and hazardous substances or elements in electronic information products; (5) The Ministry of Information Industry, the National Development and Reform Commission, the Ministry of Commerce, the General Administration of Customs, the State Administration for Industry and Commerce, the Quality Inspection Bureau, and the Environmental Protection Bureau shall compile and adjust the key management catalog of pollution control for electronic information products. This catalog consists of categories of electronic information products, types of restricted use, and periods of restricted use, and shall be adjusted annually according to actual circumstances. The Ministry of Information Industry, together with the seven ministries, shall issue the implementation period for those listed in the key management catalog. (6) The Certification and Accreditation Administration of the People's Republic of China (CNCA) shall, in accordance with the law, implement mandatory product certification management for electronic information products included in the Key Management Catalogue for Pollution Control of Electronic Information Products.

(7) Entry-Exit Inspection and Quarantine Bureaus shall, in accordance with the law, conduct port verification and arrival inspection of imported electronic information products.

It is required that the relevant departments of information industry, development and reform, commerce, customs, industry and commerce, quality inspection, and environmental protection of all provinces, autonomous regions, and municipalities directly under the Central Government shall, within their respective responsibilities, supervise and manage the pollution control of the production, sale, and import of electronic information products.

2 2.1 Pollution Control Measures for Electronic Information Products in the Weighing Instrument Industry

(1) The European Union requires that, from July 1, 2006, new electronic and electrical equipment placed on the market must not contain lead, mercury, cadmium, hexavalent chromium, polybrominated diphenyl ethers (PBDEs) or polybrominated biphenyls (PBBs). Seven national ministries and commissions, including the Ministry of Information Industry of China, promulgated the "Administrative Measures for Pollution Control of Electronic Information Products," which came into effect on March 1, 2007. Specifically, the requirements of the following three electronic information product industry standards shall be : "Limit Requirements for Toxic and Hazardous Substances in Electronic Information Products" SJ/T 11363-2006[2], "Pollution Control Labeling Requirements for Electronic Information Products" SJ/T 11364-2006[3], and "Detection Methods for Toxic and Hazardous Substances in Electronic Information Products" SJ/T 11365-2006[4].
